Do I have to be a broker to earn the New Home Co-Broker designation.

No. The term 'co-broker' refers to one who is on the selling side of the transaction, be it a resale or new home. In many parts of the country builders refer to real estate sales as 'co-broker' sales. This practice originated back in the 1960s when home builders and especially condominium developers started aggressively pursuing 'co-broker' sales. Single family builders refer to the co-broker sale, considering themselves in fact or in practice the 'listing' seller.
